I HAVE the honour to transmit to you herewith copies of correspondence which has passed between my French colleague and myself regarding uncertificated Indian opium in the French territory of Kwang-chow-wan.
The enclosures in my colleague's reply show that instructions were issued by the French authorities on the 21st July, 1911, prohibiting the entry into China of un- certificated Indian opium through that territory.

I HAVE the honour to inform you that I have received a despatch from his Excellency the Governor of Hong Kong enquiring, in view of the fact that that colony has now been closed to the importation of uncertificated Indian opium, whether the same probibition is in force in the territory of Kwang-chow-wan, and I shall be grateful for any information on this point which will enable me to reply to his Excellency's enquiry.
I should also, at the same tine, be grateful for any information which you could give me regarding the regulations applicable to the trade in foreign opium in the French possessions in Indo-China.

Le 20 décembre, 1911. VOUS avez bien voulu, par une lettre du 2 octobre dernier, m'exprimer le désir de connaître les dispositions prises par l'administration du territoire de Kouang-tchéou- wan pour interdire l'importation, dans notre concession, de l'opium des Indes non accompagné d'un certificat délivré par les autorités anglo-indiennes.
J'ai l'honneur de vous faire parvenir, ci-joint, le texte des instructions qui ont été adressées, à cet effet, le 21 juillet, 1911, par Padministrateur en chef du territoire de Kouang-tehéou-wan aux autorités françaises et au fermier de l'opium.
J'ai, d'autre part, prié le Gouvernement général de l'Indo-Chine de me communiquer l'ensemble des règlements relatifs à l'importation et au commerce de l'opium dans nos possessions indo-chinoises. Dès que j'aurai reçu ces documents, je m'empresserai de vous les transmettre.
